IV. SKILL DIVISIONS
Coaches are responsible to use their best judgment when forming a team with players appropriately grouped by the following criteria:
A. 2.5 Divisions (12 & Under / 14 & Under / 18 & under)
1. Player is able to judge where the ball is going. Player can sustain a slow-paced rally of several shots with someone at the same ability using both forehand and backhand sides and can volley with moderate success. Player can keep score unassisted, can call own lines, can serve overhead from the baseline and has an understanding of the basic rules.
2. Players who played last season (minimum of 4 matches), including Sectionals (if applicable), must move up under the following criteria
a. 75% winning record or better in the 1st and 2nd positions.
b. 60% winning record or better in the 1st, 2nd and 3rd positions shall not be forced to move up to 3.0, however these players must play in the 1st positions. Players who played exclusively at 3rd the doubles position must play in the 1st or 2nd positions.
c. Winners of Sectional Championships must move up 100% of the players on the roster. Appeals shall be considered for questionable players.
d. 12 & Under players must move up to 3.0(12).
e. 14 & Under players must move up to 3.0(14) or 3.0(16).
f. 18 & Under players must move up to 3.0(18).
B. 3.0 Division (12 & Under)
1. Player is getting better at moving to the ball and is improving court coverage, can sustain a rally with consistency on slow-to moderate-paced shots. Player serves with fair consistency with few double faults. On groundstrokes, player needs to improve control of height, depth, direction, and speed. Player attempts to move opponent from side to side and hits to the opponent’s weakness.
2. Players who played their last season in the 1st singles or 1st doubles positions (minimum of 3 matches), including Sectionals (if applicable), with a 60% winning record or better, must move up to 3.5(12) or 3.0(14). Also, winners of Sectional Championships in these divisions must move up a minimum of 50% of those players on the rosters.
3. Players who played their last season in the 2nd doubles and 3rd doubles positions (minimum of 3 matches) with a 25% winning record or lower, may move down to the 2.5(12).
C. 3.0 Divisions (14 & Under / 16 & Under / 18 & Under)
1. Player is getting better at moving to the ball and is improving court coverage, can sustain a rally with consistency on slow-to moderate-paced shots. Player serves with fair consistency with few double faults. On groundstrokes, player needs to improve control of height, depth, direction, and speed. Player attempts to move opponent from side to side and hits to the opponent’s weakness.

b. 16 & Under players must move up to 3.5(16) or 3.0(18).
c. 18 & Under players must move up to 3.5(18), 4.0(18), or Open(18).
3. Players who played their last season (minimum of 3 matches) with a 25% winning record or lower may move down to a lower division if they are eligible by age.
a. 14 & Under players may move down to 2.5(14) or 3.0(12).
b. 16 & Under players may move down to 2.5(18) or 3.0(14).
c. 18 & Under players may move down to 2.5(18) or 3.0(16).
D. 3.5 Divisions (12 & Under / 14 & Under / 16 & Under / 18 & Under)
1. Player can sustain a rally and is beginning to develop directional control and depth of groundstrokes. Player is starting to recognize opportunities to attack short balls by coming to the net. Player is developing more spin and power on the serve and seldom double faults. Player is becoming more aggressive and applying basic strategy in singles and using teamwork in doubles.
2. Players who played their last season (minimum of 3 matches), including Sectionals (if applicable), with a 75% winning record or better, must move up to a higher division. Also, winners of Sectional Championships in these divisions must move up a minimum of 50% of those players on the rosters.
a. 12 & Under players must move up to 3.5(14) or 3.0(16).
b. 14 & Under players must move up to Open(14) or 3.5(16).
c. 16 & Under players must move up to 3.5(18), 4.0(18), or Open(18).
d. 18 & Under players must move up to 4.0(18) or Open(18).
3. Players who played their last season (12 & Under) in the 2nd doubles and 3rd doubles positions (minimum of 3 matches) with a 25% winning record or lower, may move down to 3.0(12).
4. Players who played their last season (minimum of 3 matches) with a 25% winning record or lower may move down to a lower division if they are eligible by age.
a. 14 & Under players may move down to 3.0(14).
b. 16 & Under players may move down to 3.0(16).
c. 18 & Under players may move down to 3.0(18).
E. 4.0 Division (18 & Under)
1. Player has dependable strokes, including directional control and depth on higher-paced shots and has good court coverage. Player has added variety in shot selection by using lobs, overheads, volleys, and approach shots with some success. Player is developing a game plan, is serving with good consistency and is now forcing some errors with power and/or spin. Player demonstrates good teamwork in doubles.
2. Players who played their last season (minimum of 3 matches), including Sectionals (if applicable), with a 75% winning record or better, must move up to the Open(14) or Open (18) Division.
3. Players who played their last season (minimum of 3 matches) with a 25% winning record or lower may move down to 3.5(18) or 3.5(16), if they are eligible by age.
4. Players with 1,000 or more Final Ranking Points must move up to the 4.0(18), Open(14), or Open(18) division.
5. Players ranked as follows must play division noted below:
a. Top (5) in the Boy’s and Girl’s (12’s) – Must play in the Open(14) or 4.0(18) Division.
b. Year end ranking will be in effect for the Spring season and the July ranking will be in effect for the Winter season.
c. If it is questionable whether a player must play in the Open division, the coach is responsible to check if the player is ranked. Rankings are accessible on hawaii.usta.com you may also call Mimi Kennell at 955-6696 ext. 23 to verify ranking.
F. Open Divisions (14 & Under / 18 & Under)
1. Player has developed your use of power and spin and can handle pace. Player has sound footwork, can control depth of shots, and attempt to vary game plan according to your opponents. Player can hit first serves with power and accuracy and place the second serve. Player tends to over hit on difficult shots. Aggressive net play is common in doubles.
2. Players who played their last season (minimum of 3 matches) with a 25% winning record or lower may move down to a lower division if they are eligible by age.
a. 14 & Under players may move down to 3.5(14).
b. 18 & Under players may move down to 4.0(18).
